INDEPENDENT EDUCATION EVALUATION (IEE)
Neuropsychological Assessment paid for by the Dept of Education
As a parent, if you disagree with your child’s special education evaluation conducted by the school district, you have the right to request an Independent Neuropsychological Evaluation (known as Independent Educational Evaluation or an IEE) at public expense. NeuropsyBrooklyn has extensive experience collaborating with families in New York who want their child to achieve the academic success they deserve.
Understanding Your Rights
Parents can challenge a school district’s evaluation of their child when learning challenges have presented themselves. This right was established under the Individuals with Disabilities Education Act (IDEA). Parents can then advocate, in writing, that they disagree with the findings and request that the school pay for an independent neuropsychological evaluation (known as Independent Education Evaluation (IEE).
After you request an IEE, the school district must respond quickly. They might approve your request so you can choose a qualified professional (with costs covered but within reasonable limits) or deny it and challenge your request through a hearing. Remember, you have the right to a comprehensive evaluation that can include several assessments if needed.

What is an Independent Education Evaluation?
An independent education evaluation (or an IEE) is a second opinion from a qualified licensed professional who is not employed by the school district and may be a professional of your choosing. Dr. Joh has extensive experience working with and evaluating children and teens from all types of backgrounds.
What to Expect During an IEE
Evaluations can last for 4-7 hours depending on the unique needs of you and your child. It's important that your child or teen arrives at an evaluation well rested and alert.
Review of Records
-
Relevant medical, mental health, and academic records will be reviewed before the evaluation.
Evaluation
-
Test materials used at NeuropsyBrooklyn are valid, supported by research, and age appropriate. The tests used will provide an overall picture of your child or teen's ability to process and remember new information, how they comprehend verbal, visual, and auditory instructions, and their general learning strengths, challenges, and style.
Clinical Interview
-
Dr. Joh will ask questions regarding your child or teen's developmental history, family background, and current academic or learning issues. Questions about their mood, social support network, learning style, and school habits will also be included.
Report and Feedback
-
Once the testing is complete, Dr. Joh interprets the test scores within the context of their background information and writes a report detailing your child or teen's learning strengths and challenges, potential diagnosis, and specific recommendations for an IEP, social programs, or other special education support. During the feedback, this is an opportunity for you or your child to ask questions. Once the report is complete, it's submitted to the school.
IEE
Benefits
The many benefits of an IEE include getting your child properly diagnosed by a more experienced clinician, establishing a trusted baseline of functioning by which to measure progress over time, and obtaining written recommendations for special education programming, which are all things that parents rarely receive from their child’s school-based assessments.
